FULL NAME: Tasuke Yuuto (Split-Second Trigger, Level 5 Metal Bullet)
CURRENT AGE: 17
GENDER: Male
FACTION: Skill-Out

APPEARANCE: Yuuto has an air of action around him. His hair is short, spiky, and slicked back like he's always facing into the wind. His red eyes almost seem to glow when he gets particularly excited about something, and complementing any sort of clothes he wears is a military-style jacket. He seems like a famous general about to win a war, and that's exactly how he intends it to be. When he really wants to drive the point home, he'll wear his WWII-era peaked cap. He's about eight centimeters taller than average at 178 cm, and average weight at 61 kg. All in all, his appearance suits a person who may be Academy City's best gunman.

INFORMATION:
PERSONALITY:Yuuto has a strict sense of military discipline. He's not going to step out of line when he's not supposed to; This sort of behavior has been ingrained into him from the beginning by his family. However, when there's any sort of leeway, he'll take full advantage of it. Most of the time, this works well for him. Although not the smartest, he has good instincts, and acting on impulse usually produces good results. Yuuto loves a challenge, and he won't back away from one in front of him until he loses or until he's in serious danger.
Reckless
Yuuto tends to dive into things without thinking, relying on just his own abilities to solve the problem. He can think quickly and he has good instincts, so he's more effective when working on the fly. He rationalizes this with the adage "Plans are useless after first contact with the enemy," but he's just trying to disguise his own recklessness. Of course, this has the downside that he doesn't actually have a plan. If there's some sort of surprise waiting for him, he won't know about it until he notices it, which is usually when it's brought to action.
Loyal
Yuuto operates according to a strict code of honor. Once someone has cemented themselves in his mind as a friend, he refuses to betray that person to the point of death. His family has a long history of serving in the Japanese military. Not once have they abandoned their comrades or their country, and Yuuto simply carries on that tradition.
Quick-Thinking
Yuuto can adjust to changes quickly. As a marksman, he had to worry about things as minor as a change in the wind direction. When he began working with Skill-Out, he learned to worry about things as hazardous as an explosion directly behind him. Yuuto knows how to take these changes in situations, adjust to them, and even use them to his advantage.
Knowledgeable
Yuuto's best subjects are Math and History. He's an expert on Military History, and this carries over into general history as well. He knows math well in order to better understand how things like wind speed and direction affect his bullets when he's using his talents. He's not that great at other subjects, though.
Determined
Yuuto never backs down. This is derived in part from his loyalty, and in part from his recklessness. He believes that if he's taking up a task, then he owes it to whatever's standing against him to give all that he has towards finishing it. In addition, he believes that even when he's at a clear disadvantage, there'll always be some way for him to win.
Honorable
Yuuto adheres to the idea of honorable combat. He doesn't like surprise attacks or making the first move, so he almost always starts out in the open and waits for his opponent to strike. His reflexes are good, so he has some chance of dodging, but this first attack can certainly hit him before he can do anything if it's fast enough.

HISTORY: Yuuto was born into a family with a long history of military service, dating back to even before the Tokugawa shogunate on his father's side. His mother and father met in the Japanese Self-Defense Force, married, and had Yuuto. Brought up into a family with this sort of history, it was clear to him which path in life he ought to take. From a very early age, he began using firearms. As part of their training regimen, his parents would spend weeks overseas taking part in live-fire exercises at ranges in America. Since there would be nobody in Japan to watch him, they would bring Yuuto with them and let him use the public sections of the shooting ranges they were at. It was here where he demonstrated his talent with a gun, despite being in elementary school at the time. Eventually, the summer of his sixth-grade year, they spent an entire summer in America while Yuuto traveled across the country in a series of shooting competitions. He won the gold medal for the whole tournament, which finally convinced his parents that he might have the potential to develop Esper powers.
When he had finished elementary school, after sixth grade, his parents thought that he had a good chance of developing an ability due to his already-extant skills. They decided to send him to Academy City for Middle School, where he knew nobody. He was able to get into a fairly advanced school on account of his already-present shooting ability, but after a few System Scans, it became apparent that he wasn't developing an Esper ability anytime soon. His potential on the Parameter List is a value of >0.001%. However, he was still able to get good grades, mainly with the help of his only good friend at the school, Masaru Oshiro. However, he soon realized he hadn't had much time to practice his actual talent, and in his second year he was walking down the back alleys when he noticed a few kids his age having a shooting contest.
It was just tin cans on a railing, but it was a real gun they were using with real bullets. Yuuto was intrigued, but he put his hands up and approached. He asked them if he could have a try, and they laughed a bit before giving him the gun and joking that he'd better not waste a bullet. True to their warning, Yuuto used three bullets on six cans, making three of the cans spin around to knock the other three off. The other kids were almost speechless at that, but then started cheering. They told Yuuto that they were from a group called Big Spider, and asked if he'd be interested in joining.
Yuuto was excited to think that he might actually have a place to practice his skill, and gladly accepted the invitation. Upon discovering that "Big Spider" was actually a faction of Skill-Out, he was a bit wary, since his best friend was an Esper. However, after spending more time with the group, he realized that Big Spider was really more like a club. Sure, they fought with rival gangs and stuff, and sometimes people got hurt, but it seemed more like an extreme sport to him than anything else. He made friends here, and he liked it. Up until Kurozuma Wataru "died."
He hadn't expected anyone in the gang to actually die, much less their leader. It was his last year of Middle School, and he'd been hoping to stay in the gang a lot longer. However, after Hebitani Tsuguo took over, things turned down a different path. They were actually beginning to attack Espers and steal things like their money. It wasn't like the friendly society it had been before. Yuuto and a few like-minded people, including some of the original group he met, said their goodbyes and left the gang after that.
He intended to quit for good - He was going to graduate High School and then join the military, so he wanted to focus all his attention on that. However, Masaru was accepted into Nagatenjouki Academy on account of his perfect grades and Ability, while Yuuto had to enroll in a more generic school. His initial favor from his actual talent had faded, and since he didn't have an ability or above-average grades, he couldn't go anywhere else. It was at this point that he got an email from one of his former friends, who'd fallen back into Skill-Out and wanted Yuuto to rejoin.
This faction was led by Komaba Ritoku, and it was a bit grittier than Big Spider. They attacked Espers and stole ATMs. However, Yuuto admired Ritoku's goals. They didn't attack wantonly, they only attacked Espers who were abusing their powers and harming Level 0s like themselves. They only stole ATMs when they actually needed the money, and it was a much more honorable method of getting funding than many other Skill-Out groups used. Yuuto enjoys it there, and he's gotten much better at marksmanship. He's fought against dozens of Level 3s and a few Level 4s on occasion, and won nearly every time.

ABILITIES:
Level 5 Metal Bullet
Yuuto's true "ability" is his skill with firearms. Born into a family with a long military history, he has intimate experience with about twenty types and intermediate experience with dozens more. Any gun in his hands is a completely deadly weapon, and if he shoots and misses, it's only because he intended to from the moment he pulled the trigger. He's so good he's become jokingly known as the "Level 5 Metal Bullet," an epithet granted because his marksmanship is on par with even an Esper ability.
Kel-Tec P-32
Yuuto's only fully-trustworthy weapon. Since it was made by an exterior manufacturer, Academy City hasn't meddled with it at all. It was difficult getting it into the city, but there are always organizations one can turn to for those sorts of things. Its small size allows it to be easily concealed inside a special pocket of his jacket, within easy reach. Small, lightly-damaging. Semi-automatic.
Smart Weapon
A secondary gun of Yuuto's, kept hidden in a concealed lockbox in an alley he frequently passes through. This gun was made in Academy City, and has remarkable adaptability. Its barrel can extend its length four times, making it useful for all ranges. In spite of its tactical capabilities, Yuuto remains wary of using it. Since it came from Academy City, he reasons there must be some sort of backdoor to limit its functionality. Standard damage, variable size. Semi-automatic.
Athleticism
Adding to his skill with firearms, Yuuto works hard to keep fit. After all, he aims to get into Anti-Skill, the closest thing that Academy City has to an army. He has to keep himself in peak physical condition if he wants to get in and succeed. His endurance is the best, followed with his speed and his strength. However, all three are above average.

A real Skill-Out character is always something to feel happy about. I hope that even as a SNPC he will be able to contribute a lot to the forum’s many stories.

1. History
The first thing about it that hit me was his early childhood, or rather his early experiences with guns. I will simply leave it at saying that there are some veeery strict gun prohibition laws in Japan that definitely wouldn’t allow for a little boy to practice at official shooting ranges or anything the like.
Here a helpful link for further explanation.

However I’m not saying that it is impossible for one to practise, as there could still be room for something more along the sides of the illegal.
(Owning a gun inside Academy City is of course much easier)

Other than that I really wondered what his current educational situation is like. Does he still go to school on a regular basis or did he end up like most Skill-Out members, spending most of his day in their territory?

What is his experience with Anti-Skill like? Did he ever get into trouble?

2. Level 5 Metal Bullet
I still hope for him that he can miss player targets at time Razz.

3. Weapons
Not everyone on this board knows guns, so I’d like to ask of a short explanation on what kind of guns those are he is using and their characteristics.

He attends school fairly regularly, although he's not above skipping a class or two if he really needs to. He takes being a Level 0 better in general than most of Skill-Out, probably since he already has another skill he can capitalize on, and knows that if he actually wants to get into the military, he can't fail out.

He has a relatively benign view of Anti-Skill as well. In fact, he sees it as his next step up from Skill-Out - After all, they're both trying to make the city safe for Level 0s, right? Just by slightly different means, that's all. As such, he takes extra precaution whenever doing operations to ensure that Anti-Skill isn't in the area and won't catch him or his team. To date, it's worked pretty well. He's actually called in a few of his operations himself, after they were done, to further an "innocent bystander" image.

He can miss - Everyone misses, especially with handguns. However, he can aim shots faster and more accurately than most, and so his hit:miss ratio is skewed much farther towards "hit" than many of the other citizens of Academy City. This is especially relevant in handgun fighting, where the combatants don't have much time to aim.

The "Smart Weapon" is pretty standard other than its variable barrel length: Imagine a standard handgun or a rifle. That's how it performs. It's semi-automatic, so although it'll reload itself from a cartridge, he can't fire a continuous stream.

The Kel-Tec P-32 is designed to be extremely small and extremely durable. Because of this, its bullets are small and tend to do less damage. However, it's very easy to conceal, which is why he carries it. It's also semi-automatic.

The only thing weird sounding to me is how his parents made the decision to send him to Academy City. I can’t really see the connection between great shooting skills and the potential to cultivate an Esper power. Can you fill me in on their thought pattern in this particular situation?

All right! It'll be edited within ten minutes or so of this post!

They basically thought that if he could develop a skill to fire a gun so well in such short a time, it could be a sign that he might develop an Esper ability in that regard. They were hoping for some sort of ability relating to firearms, but they didn't get much return on their investment. Fortunately, education in Academy City isn't expensive if you don't want it to be.
