[SNPC/Other] Kihara Kisue

Somewhere in Academy City, there was a large, white room. It was lit with bright fluorescent bulbs, and computer screens that seemed to coat the walls. Some showed data with complicated graphs and symbols that no layman would be able to comprehend, and others showed feed from the security cameras set up in various parts of the facility.

A young girl, who looked to be in her early teens, was sitting on a chair in front of one such screen. It showed the feed from the cameras that had been installed in the sleeping quarters of the researchers who worked inside the facility. Some were panicking, wailing away frantically at their doors, while others just sat on their beds, staring listlessly. When they woke up this morning, their doors had been locked. That was hours ago.

“I guess it’s about time to start.” murmured the girl. She tapped a few buttons, and turned on the intercom. “Hello, trash. I would appreciate it if you would all calm down and listen to me for a moment.” Her tone of voice was odd. It was as if she couldn’t decide whether to hug or punch someone. In response, the researchers all raised their heads and stared at the ceiling, where the speakers had been placed.

“You’ve been rather useless lately, so I’ll be using you all as guinea pigs from this point forward. My thanks for your cooperation.” This time the emotion in her voice was clear. Disdain. Uniformly, every last former researcher blanched. They all knew about this person. She was a Kihara. Doubtlessly, from this point forward, they would be killed without exception. Some quickly, some slowly. Both painlessly and with great suffering.

…One pulled out a knife and moved to slit his throat.

Before he could do the deed, however, he collapsed, along with all the others. The evening before, she had laced their meals with a special drug of her own making, and timed her announcement so that they would all be incapacitated before they could do anything dumb. They were trash, yes, but even so she could still wring some results out of them. Recycling and all that.

“Hehehe, I wonder what I should test on them first?” This would not be first time that laugh rang through the room, and nor would it be the last.

HISTORY: Kisue was born and raised a Kihara in Academy City. From a young age, she was exposed to the inhumane experiments of her her kin, and as a result gained a rather twisted set of morals.

During the course of her research, she began to focus more and more on drugs, and using them to interfere with and manipulate the bodily functions of not just humans, but other animals as well. While she participated in many experiments, such as ones concerning the creation of super-efficient stimulants, or a myriad variety poisons, there is one in particular to note. In this experiment she created a drug that permanently removed the subject’s ability recognize pain and feel emotions, their sense of self, and their self awareness, effectively turning them into into puppets that can be given orders with a Testament. The experiment lasted about a year. Kisue and the other researchers who had basically been hired to do grunt work took a group of Child Errors and began testing the previously conceived drug. It took about three months for effects to begin to show. They began showing less reaction to pain. They gradually became more and more taciturn. Over the next three months, however, some of them began dying off. Their self-preservation instincts broke down, so they stopped eating, sleeping, or even moving, and eventually had a stroke and died. She remedied this by lowering the dose of the drug, and altering a few a compounds. Though this slowed the rate of the drug’s effectiveness, causing it to take six more months for the effects to finish manifesting, the success rate was 100%. That was only half the experiment, though.

Around the time some of the Child Errors began dying off, she had began to test another drug on the researchers that they had hired to help with the experiment. It was similar to the one she was testing on the children. It’s intended effect was to strip the subject of a select set of emotions, their morality, and their ability to use anything other than pure logic as a factor when making decisions. The researchers opposed, of course. Some even tried to fight back or run away. Unfortunately for them, Kisue had taken special care in selecting the researchers to assist in the experiment. They all had families or friends that they cared deeply for living unaware of Academy City’s dark side. If they refused, then their loved ones would become test subjects. This drug was not as developed as the one they were testing on the Child Errors, so she tested multiple different variations of the drug on different researchers. Some died on the spot. Some ran away anyway, and were shot and killed. Kisue made good on her promise, of course. For others the drug took a dreadfully long time to take effect, the entire remainder of the year, almost. They could only watch in horror as their emotions drained away before their eyes. And for a small few the drug took effect almost immediately. By the end, all of the researchers had either died, been killed, or been successes. The successes took no action to oppose her, because they recognized that they would die if they died. They didn’t do this out of fear. They did it because it was the most logical choice.

Later, during a study on methods to spread drugs throughout a community's supply of food, she gained an interest in cooking and took it up as a hobby. Currently, she is in between research subjects, and is searching for something new to entertain her.

Carries small, hollow, but durable and sharp needles that are filled with gunpowder. When they are exposed to stimulus, such a strong impact or vibrations, the gunpowder in the needles detonates. They also have a 'lid' to prevent them from exploding while still on her person.
Hypodermic Syringe
Carries small syringes fitted with various fast-acting drugs, such as muscle relaxants, hallucinogens, and poisons for use against others, and various stimulants, such as an ampakine to boost her awareness and reaction speed, an analgesic, to relieve the pain of any wounds she may incur, and a eugeroic, so she can keep going without having to worry about fatigue.
High Physical Ability
She has made use of steroids to train her body in a much shorter period of time than normal so as not to take away time from experiments, while also experimenting on the effectiveness of a various steroids. Her physical strength is considerably greater than her appearance lets on, roughly the same level as that of Mugino Shizuri. Her reaction times are also better than the average nineteen year old's.
