APPEARANCE: Yukari is a delicate-looking young girl of average height with curly, light blue/pale blonde hair. She is seen donned with her regulation school uniform, and on most occasions a hair band with a large decorative flower attached to it. She gained an athletic, slim figure from her interest in sports.

PERSONALITY:
Courageous
Yukari is surprisingly very unyielding when placed in a very scary situation. This doesn’t mean she’s fearless, but she is overcoming her fears to do what she has to do. Of course there are times where she is immobilized with fear or moments where she’ll panic over a little insect; but when the moment calls for it she can perform amazing feats of bravery.

Sensitive
Yukari is very sensitive to her environment. If upset she cries easily and becomes nervous under pressure, but her sensitivity makes her empathetic as well. She is very perceptive of how others feel and can easily identify if someone is feeling bad or worse. Naturally she tries to make those in a bad mood feel better, with varying success. She is very careful with how she interacts with others, and treats them with the same care and kindness you would treat a flower. High tensions may lead to flared tempers though.

Rash
Yukari is very impulsive, making actions from the heart rather than from the brain. This is especially true when her emotions are running high or when she’s under immense pressure. These rash actions can sometimes result in risky, potentially harmful behavior. When she becomes aware of her own rash behavior she tries to keep it under control and think logically about her actions.

HISTORY: Yukari was born in Academy City and raised by both her parents and grandparents. It was a family that was quite too big for their accommodations: two younger brothers and a sister, mom and dad, and granddad and grandma. Yukari, being the oldest, felt it was her responsibility to achieve great things to be an inspiration to her younger siblings, as well as her responsibility to look after and take care of them. It was a handful if her grandparents couldn’t look after them while her parents were off at work. It was fun.

As it was often the duty of her grandparents to raise the children for most of the day, Yukari was exposed to things she would never have learned from her parents. Her granddad would play games with her and teach her moral lessons while her interests led her to pursue after her grandmother’s gardening. She read books from her grandfather’s collection and was exposed to literature much more advanced than the books her fellow classmates have read. She grew up to be a cultured young lady despite her family’s economic situation.

Once she entered Tokiwadai Middle School, Yukari’s interests broadened. She began to take up sports and became quite talented in many kinds, especially Volleyball. She enjoyed walking around the city and seeing what kinds of shops it had to offer. Much to the annoyance of her roommate their room has turned into a forest, with pots and plants filling every corner of the room. Well, that was until they arranged a “my side, your side” agreement.

HYDRO HAND: Hydro Hand is a lineage of psychic powers involving the manipulation of the flow of water. A limited derivation of Telekinesis. After gathering water from a nearby source she can then shape and control it to her imagination.

There are some limitations to her power. Yukari has a fixed amount of clumps of water she can control at any one time, but can control them despite lack of vision. She cannot gather water scattered on the ground, and if her water is turned to ice it becomes useless to her until it melts. As a result other espers with abilities to change temperature or use electricity can easily overcome her. She also is unable to fight if there are no nearby sources of water.

I am however going to discuss with you about the ability you've chosen.

Regarding the naming, it probably belongs to some broad category attached by Academy City. Users include the Level 3 Wannai Kinuho.

Shown applications include removing dirt of a drained pool without the use of a deck brush by collecting the little remaining water and rolling it up until waist-level. It is enough to make a 10 courses-wide pool entirely clean.[1] It is later shown that Hydro Hands can only control a fixed amount of clumps of water, as it becomes more difficult the more clumps an esper tries to control. It can be assumed that this is related to an esper's level. Furthermore, an esper that is at least level 3 can still control the water despite losing sight of it or if it is put in a container. Water being scattered on the ground renders it useless to the esper.

It's important to note that since Hydrokinesis is already a canon integrated ability we have some nice reference to check by.

It should be noted that Yukari can't manipulate water once it's been scattered on the ground.

That and I want to confirm with you about her ability to shape ice. Water manipulation is one thing but to change the state seems like it involves a second ability the ability to manipulate temperature like Uiharu (albeit her ability keeps things warm as long as she's holding them). This would then become a Dual Skill so I'm going to have to ask that you pick one or the other. The ability to manipulate water or the ability to alter temperature and construct your ability around the one concept you end up liking more.

Oh I didn't know the ability was already canon. I've started watching Magical Index and begun reading Scientific Railgun only recently. Oh well.

I'll change her power a bit to be more canon.

As for her ice making ability, she isn't actually changing the temperature. All she's doing is forcibly holding the water molecules still, preventing them from moving about. If they stop moving around it pretty much becomes a wall of water that can't be passed through. Anyways I'm probably going to remove this bit anyways. This doesn't really fit into an ability "involving the manipulation of the flow of water."



Anyways I think it's all ready to be looked at again.

Gathering moisture from Air? Seems abit straying from Hydro Hand's effective influence. That and converting it into water would provide very little to be of any use.

It's very easy to turn water into a solid ice and vice versa.

It's relatively easy to turn water into steam but...

It's insanely difficult to turn steam back into water let alone sapping water from normal air which would carry significantly less hydrogen molecules than steam I think. Too much energy and concentration for too little productivity so I'm going to have to advice you to take it out.

Otherwise it's looking good.
