FULL NAME: Tsukino Arata

PHYSICAL DESCRIPTION: A Japanese man in his late twenties. He has a height of 178 cm, dark brown eyes, and black hair. He typically wears long jeans, a t-shirt, and a black windbreaker, all made from a special Kevlar fiber.
INFORMATION: Arata is a sniper for hire in Academy City’s darkness. In [SS] Unendliche Jagd, he was hired to locate and assassinate Tsukasa Katsushige before he manages to escape from the border of Academy City.

He has a habit of looking down on the espers of Academy City involved in the dark side, thinking that they’re just brats who’ve only just begun to descend into the darkness with half a dozen years of experience at most. Despite this, he doesn't regard them as below his noticed. In the darkness, even a rat will kill you if you let your guard down, so he takes to dealing with them same way he does everyone else. Through the cold and unfeeling view of a scope, that is.

Aside from his methods of dealing with his associates during the work days, Arata finds the concepts of superiority and inferiority in the sense of a hierarchy very important. If someone is more skilled than another person, holds more influence than another person, or is simply a better person than someone else, then that other person should realize their position as inferior as show the proper respect to their superior. As a result, he tries to show the proper respect to people he deems his superiors, and feels that people he deems inferior to him failing to show the proper respect is the worst offense possible.

ABILITIES: As is necessary for him to ply his trade, his aim is not simply excellent, but extraordinary. If he is firing at an enemy close enough to be clearly seen with the naked eye, then any misses can only be blamed on the equipment. As for the tools he uses, he has sniper rifle mounted with a scope capable of thermal imaging, a set of fisheye lens about the size of a thumbnail with an adhesive surface on the opposite side for surveillance and reconnaissance, a pistol modified to have especially accurate shots, and a small flashlight meant to shine in someone’s eyes to temporarily blind them. As for his clothes, while they can block a bullet from a distance of roughly 20 meters, the impact may still break bone or deal internal damage and anything closer will simply penetrate the fabric. The average bladed instrument is also incapable of cutting through the cloth.
