[SS Idea] Tails o' Many; The Nine that Spells Agony (A Certain Mysterious Kitsune)

Lately, on seemingly random nights, regardless of the weather, an indefinable, fog-like mist appears at exactly 9PM (21:00) in different, finite locations. Those who have found themselves in this mist at the time of these occurrences rumored to have seen a mysterious "fox with countless tails" roaming the area. The next day, after every instance, at exactly 9AM a misfortunate event befalls something or someone in the general area of the mist. So far the few recorded instances of this include, a shop in District 15 suddenly catching fire, a cluster of student dorms in District 7 experiencing a power outage, and even a variety of cleaning and security drones shorting out or getting triggered for no noticeable reason in District 4. Anyone who has also witnessed this supposed "fox" have also been subject to strange and inexplicable strokes of "bad luck" at this same, approximate hour, whether its loosing something important, an impromptu argument with a friend, or getting injured in a potentially manga-esque fashion.

Oddly enough, this also seems to have occurred not too long after the reported, suspected destruction and vandalism towards the sealing stone of Tamamo-no-Mae, causing those who are more superstitious to suspect that her spirit is currently haunting Academy City. While most have written it off as a mere coincidence. Its just some old bit of folklore, after all... right?

Either way, various individuals regardless of side or reason, whether science or magic, either for the thrill of finding an ancient spirit or out of concern for the potential repercussions, have begun investigating these occurrences.
