Kyouko looks pretty much like your average middle-school girl. With a height of 5'4" and a weight of 110lb she's not tall nor tiny, not fat or skinny, but sports a rather good figure and is actively working on keeping it that way. Her skin is toned with a healthy, slight tan, as she goes out quite a bit. She has steel-blue eyes and honey-colored hair that reaches down to the middle of her back. She usually keeps her pony out of her face with two simple hairpins.

As she is a Tokiwadai student, she's rarely ever seen in something else than her school uniform, but if she does break the dress code and wears casual clothing, it's usually something colorful and comfortable. She usually doesn't wear jewelry, and for accessories she only wears a few wrist-bands.

PERSONALITY:

Middle School Girl
Well, yeah. Kyouko is your typical, cliché middle-school girl. She's pretty energetic and in a chipper mood most of the time. She's easy to talk to and making friends with her isn't that hard, either. Of course, there's also times when her mood drops and she becomes sad or angry and you'll most probably notice it right away if you know her. And even if you don't it'll be pretty obvious as she carries her emotions on her face openly. In fact, if her mood changes, it's almost always from one extreme to the other, which can be quite taxing on the people around her.

Tokiwadai Students kind of have a certain reputation and a certain amount of prejudices surrounding them, whether they like it or not, regardless of whether they're accurate or not.
In Kyouko's case, some of them are true. She doesn't like to take orders or anything like that from most people, especially people outside Tokiwadai. You could even say she thinks of herself as at least a bit better than other people. It doesn't show often and she'd never admit it. And believe or not, she does know how to behave "proper" and like a "lady", it's just that she abstains from doing so as much as it is possible at a school like Tokiwadai.
And finally, yes, she's kind of infatuated with Tokiwadai's Ace, though she isn't exactly fan-girling over her. It's more of a feeling of strong admiration and incredible nervousness whenever she's too close to her.

Active & Healthy
Kyouko takes good care of her health and fitness. She jogs everyday and has Free-Running for one of her hobbies. Not to mention she's also a member of Tokiwadai's Track and Field Club. She makes sure to eat proper and healthy meals (most of the time) and get proper amounts of sleep. And of course she advocates this life-style to her friends and others as well, which includes occasional nagging and dragging and the one or other lecture about a healthy life-style.

Head First Through The Wall
Kyouko is stubborn and whenever she's set her mind to something, she pushes on until she is successful. At the same time, she's quick to act and while that isn't exactly a bad thing, she forgets to make proper plans often enough to call her reckless at times. Talking her out of something is like trying to stop a stampede. The only ones she listens to at those times are her friends and people she respects. Though that's still no guarantee for her to change her mind.

Everyday Hero
While a lot of people disregard the misery, distress and need for help of others, Kyouko just can't do that. Whenever she comes across someone in need of help, be it a lost child, someone who needs directions, someone being bullied, a cat on a tree, or whatever else there may be, she'll immediately try her best to help. Of course, this gets her into trouble a LOT, but it also served to build her quite a good reputation, though she tries to hide it as much as possible.

HISTORY:
Kyouko's story begins in the outskirts of Tokyo as the only child to a girl only 17 years of age. While this isn't exactly uncommon these days, the circumstances couldn't have been worse, as her father dumped and abandoned her mother as soon as he learned of her pregnancy. Her grandparents were always against their daughter giving birth at her age and refused to assist her in any way, not to mention that they weren't exactly capable of doing so either. Thus, as much as it pained her, her mother decided to register Kyouko for adoption just two months after she was born.

And it didn't take long for a rather wealthy and caring couple to approach her mother. The two of them had been trying to get a child for nearly a decade and were almost at the age where getting a child would become very hard and risky. The process was completed quick and without complication. And thus, at the tender age of five months, Kyouko had become not the child of a 17-year old teen with a questionable future, but the only child of an unfortunate couple able to offer her everything she could ever wish for.

In the end, her early years were quite fulfilled. That is, until her parents became more and more immersed in their work and had gradually less time for her, as their company was taking quite a few stumbles. It approached the day where Kyouko would have to enter Elementary School. It was around this time that it was decided to send her off to Academy City. As caring as her parents had been and still were, and as much reluctance they felt to subjecting her to a possibly dangerous environment on her own, the fact that Academy City was known for harboring some of the most famous schools on the globe finally convinced them. As for Kyouko's opinion, she was reluctant at first and didn't really want to leave, but as it is with little kids, the mention of her being able to attain superpowers quickly changed her mind.

It came the first day of elementary school, and it was immediately clear to Kyouko that she had to give her best so she would make her parents proud. As she had always been a strong-willed, intelligent child as well as a social butterfly, it wasn't exactly hard for her to fit in, find friends and finally, after graduating elementary school, make it into the most famous Girls' School in the city: Tokiwadai.

It was shortly after she began studying at Tokiwadai, that her already helpful nature began reaching the zealous height it has now. The initiator for this incredible development was a single encounter with guess whom, Misaka Mikoto. Well, it was actually just her witnessing the Electromaster using her incredible power. It was nothing more than a little bit of civil courage but it left a strong impression on Kyouko. The moment when she had fired her Railgun left her more impressed than anything ever before. After this she spent much of her time with investigating every trace of information a soon-to-be middle schooler could attain to uncover two crucial facts:
First, that the two of them attended the same school.
Second, that Academy City's Number 3 had been nothing more than a mere Level 1 in the beginning.
Though being one fan among thousands wouldn't exactly trigger a development like hers, or you would see thousands of young girls racing each other to the aid of others. So why did she turn out that way?

The answer lies within the first weeks of her first year at Tokiwadai. Imagine her face when she was put in the same class as The Railgun. Though her joy was soon dulled. Of course, every girl in her class would immediately flock around the celebrity amongst them, but Kyouko apparently was one of the few to notice that this kind of attention was nothing near friendship and more along the lines of "Hey, look! I'm in the same class as her, and we're close!". She quickly distanced herself from the crowd, only to observe the awkwardness unfolding. While she had always assumed that someone like Mikoto would have many friends, it came to her that maybe that wasn't the case. That maybe the girl known by thousands of people was ultimately one of the loneliest people in this city. It made her sad, though that's a weak expression. It was also this, that made her admiration for the Electromaster's courage and power wane, while raising her admiration for the girl's ability to withstand all the fake goodwill aimed at her. And it made her want to become her friend, a real friend. Though, in the end, she came to believe that to be able to really be her friend, she'd first have to understand what she went through, by going through it herself. That she'd have to achieve the same heights to experience the same exclusion.
Now that she's a second-year and still classmate of The Railgun, nothing has changed. She still admires her, but despite her courage to help others she never had the courage to talk to her. She continues her reckless deeds and strives to one day attain Level Five.

To maybe one day be able to stand alongside that one girl named Misaka Mikoto.

VOLT CHARGE:
Kyouko's ability comes close to the concept of an Electromaster, but with two major flaws. First off, unlike Misaka Mikoto, she is unable to see electric and magnetic field lines. Her second flaw is the complete inability to generate electricity of her own.

Instead she has the ability to absorb, store and discharge electricity perfectly lossless, as well as measuring the voltage of any current she comes into contact with. To charge herself with electricity, she needs to touch an object that operates with electricity, like a laptop or touch a wire through which an electric current runs, with at least one hand. On the other hand, she is able to discharge even without touching anything, producing an attack almost the same as a regular electromaster. She can also absorb the electric energy discharged by for example an electromaster. Once she absorbs electric energy, there's two options available to her, either store it or immediately discharge it again via her other hand. This basically enables her to basically act as a living, walking, battery, or a super-conductor.

Of course the amount of voltage she can handle and store at one time is limited. She can, in total, handle 1 million volts, so if she wanted to redirect a direct electric attack aimed at her she'd at most be capable of handling 500.000 volts of input, while assigning the other 500.000 to discharging. The amount of electricity she's able to store at one time is limited to 1 million volts. Of course, even if she is able to handle 1 million volts, if an electric line only has 100.000 volts running through it she can only charge herself at 100.000 volts input. Reversely, she could technically discharge at more than 100.000 volts into the power line, in case of a blackout for example, but it would most certainly melt the cables if she did. Should she come into contact with a current exceeding her limits, the excess electricity would shock her and cause damage like it would to any other person.

Her control over the input and output values is very precise, enabling her to regulate her output to exactly the charging value of a smartphone, or with much concentration even to the operating level of a microchip. Additionally there's a time limit for how long she can store electricity inside her, that is, 2 hours, given that she's awake. Sleep or being rendered unconscious would cause her to immediately discharge the remaining charge within her. Additionally, storing larger amounts puts more stress on her body and thus shortens the time she can keep her charge up. For example, carrying a charge of 50.000 volts for 1 hour is not that hard while a charge of 800.000 volts would tax her body pretty hard and could at most be upkept for about 5 minutes. A charge of 1.000.000 volts could only be carried for one or at maximum two minutes which would be close to causing actual damage to her body and will definitely leave her exhausted. Furthermore, even just channeling a high-voltage current without utilizing her storage, for example redirecting an electric attack, would ultimately end up exhausting her.

Finally, her AIM dispersion field can, under extreme circumstances, cause disturbances with electric currents in her immediate vicinity.

Kyouko has recently taken up Free-Running as a hobby, extending from her love for jogging. She has most of the basics down and can traverse most common urban obstacles rather fluent, but she's nowhere near pro-level and there is still a lot left to learn and master for her, especially if it's about precise landing, long or complicated runs and traversing greater height differences uninjured.

With a dull, thumping noise the cat-eared alarm clock was brought to silence. Still half-asleep, the girl opened one of her eyes wearily to look at the time.

5:47 am.

She didn't oversleep. In fact, she was up rather early, there was still more than an hour left before breakfast and even more time before classes began. So why was a second-year girl at Tokiwadai up this early?

Kyouko peeled herself out of her blanket, yawning and stretching. In the process of doing so her already messy cat-patterned pajamas nearly came undone. Not that it mattered, since she was going to change into her outfit for jogging soon. Said outfit was an extra set of Tokiwadai's jerseys and getting the permission to use the track area this early in the morning had taken her quite some effort. The honey-haired girl smiled when she remembered the times in which she had to sneak out of the dorm to get her morning exercise. Then a cold shiver ran down her spine as she remembered the one time the dorm mistress had caught her.

After a quick run through the bath, she left her room and exited the dorm quietly, as not to disturb the other girls, as most of them were still sleeping. As soon as she entered the chilly air outside, she began jogging at a mild pace, her destination the track field. Running around there in circles wasn't particularly exciting and she would have preferred to take a run through one of the parks in the School Garden. She had actually requested the permission to do so more than once but had been shot down every time.
But in the end it didn't matter, even if she wasn't exactly happy about it. At least she could get her exercise, without which she'd feel bad the entire day.

After building up a nice sweat she returned to the dorm, where the other girls were finally waking up and some were already strolling the hallways. She greeted them with a warm smile and an occasional "Good Morning" before entering her room and wishing a good morning to her roommate as well. She then went to shower and take proper care of her hygiene. Following this she put on her school uniform and went for the dining hall to get a proper breakfast, only to choke on her tea and blush slightly when her object of year-long admiration and classmate, Misaka Mikoto, passed by her and wished her a good morning. Her reaction was totally over the top, especially since she wasn't even that acquainted with Tokiwadai's Electric Princess. She however, somehow managed to get a "G-Good.. M-Mornin-" out of her mouth, while her voice had taken on the pitch of a squirrel.

Once Mikoto was out of sight she let loose a huge sigh. Great, I sounded like a total dork. Duh. And it's already been more than one year, but I haven't even managed to talk to her even once. It's super stupid, why do I always get so damn flustered around her... Another sigh followed....

Tokiwadai characters are always a joy to evaluate since there isn't a whole lot of love for them these days, so let's get started, Pikachu!

Personality: Not much to say here since it looks fine to me, besides the nitpicky fact that there's no personality trait called “Tokiwadai Student” in my book so I suggest you rename that to “Compelled (un)Lady(like)” or something along those lines.

Though if I had to suggest something, it'd be to perhaps add a bit more personal flavour to the character traits. Things she likes to do on her own, hobbies she has, stuff like that. Just something to add a bit more spice and depth to the character than someone heroic who likes people that are as equally if not more heroic, see what I mean?

History: Though I doubt it was the intended effect, the history is much like Wannai Kinuho's in that she, too, was saved by Mikoto from a bunch of rowdy delinquents. Going by this, perhaps it'd be best to go on a better route on how she became a fan of Mikoto's, or at least intrigued in her?

You could use her growth from Level 1 to 5 which shows her to be the perfect Academy City role model, or her more shut-in aspect from how her popularity isolated her from others and Kyouko can somehow relate to that? I'd say to take a bit more time to elaborate on the story so you don't make her Fan of Mikoto Number 4827.

Now, as for her actual past, I doubt her adopted parents would just shift back to the mental thought of “she's adopted so she can handle being alone” when she represents that which they cannot have on their own. Keeping the reluctance in is better than try to establish poor reasons as to why it's not really there anymore.

Ability: I've no real issues for the ability since it will ask for quite a lot of tactics if she ever gets into a fight unprepared, which is something I quite enjoy. But first thing that comes to mind is though it is the double (went full-retard there for some reason...) twenty times what the Sisters are capable of outputting, I will accept a maximum output of one million (1,000,000) volts as long as you keep it the maximum value she can hold, not something she can do at any times.

Furthermore, I'd appreciate it if holding that much electricity costed a lot more and lasted a lot less than holding, for example, the amount the Sisters are capable of outputting (which is 50,000 volts) so that there's a proper downside to such a deadly output. Perhaps think about inputting values on her limits as well?

Other abilities: Do make sure to keep the physical aspects in moderation since we do require a balance between strong Esper ability and remarkable physical prowess. Also, perhaps go for more of a “wannabe” parkourer rather than an established talented one?

Electrical guitar might be something she'd need to learn on the rare breaks where she's allowed back in her own house out of AC, since Tokiwadai would definitely not accept something so ladylike within their institutions, lol.

Pikapi~! Now, about the history, I guess I didn't express correctly what I meant.

Rather than making Mikoto's civil courage a source of admiration for her and /then/ having the rest, I meant to perhaps make her admire her on a more humane attitude level such as the examples I gave out previously before admiring Mikoto's civil courage as it's really the go-to reason as to why everyone became a fan of hers and it's somewhat lacking in originality at this point as I reckon the five previous profiles that had Mikoto as an idol all used the exact same type of reason as to why they admire her.

She might be someone who meddles a lot for the sake of others, but she's still a person after all. Assistance to civilians and the likes isn't the only thing she can be admired for, and as I said you could use her Level 5 granted social exclusion to your advantage for a bit more creativity.

Pikapi, pika! Apologies for the delay, a cold struck me unprepared.

History: I still believe civil attention-grabbing should come second but the history checks out for me now, though the whole deal about her birth mother reluctantly giving her up for adoption does sound like it could be some plot potential, so if you ever want a long-term plot for your character I'd say to run down that path.

It's quite important to have something that's important to your own character without being based off another, in which case your history gives quite the interest opportunity to step away from her goal to become Mikoto's friend if you ever want a break from that particular plot point.


Ability: Now then, after a second glance and consulting with staff to ensure we all agree on your ability, two things were concluded:

Firstly is that she should not be able to manipulate magnetism at all due to how her ability is inferior to the general Electromaster, as she can only manipulate that which she has stored in herself and for someone who can't see magnetism it would be quite odd to manipulate it as, no matter how much she's got stored inside herself, external sources are still external sources and she's unable to manipulate those like most Electromasters can.

As such the electromagnetic-related paragraph with her, although imperfect, fine-tuning will need to be removed to follow the ability style.

Secondly is that the charging time values are deemed to be a bit too high to the staff's liking, in which case I'd rather suggest that Kyouko has a charging time limit of a maximum of two hours, rather than being able to maintain her electricity for as long as she's conscious unless it's a damaging amount of electricity.

For an example, she would only be able to retain 50,000 volts for an hour, 100,000 for 45 minutes, etc, etc.

Alright, I can't see any more issues. I look forward to see, instead, how you'll get closer to Mikoto and develop Kyouko's own personal plot. Though when RPing, do keep in mind your ability limits since it's different from Electromastery and sometimes people can mix them up!
