Takamiya Jin has a distinctive style of dress. Okay, it’s the goggles. Why does he wear goggles? Because it looks cool. Nothing more to it. That’s just the kind of person he is. A similar reason is applied to why he wears gloves and a jacket. The gloves also serve a dual purpose- They protect Jin’s hands from the extremely variable objects he is prone to using as handholds. As for his hair, he keeps it unkempt- Not that it would stay kempt if he bothered to brush it in the first place. Fashion sense aside, Takamiya Jin is a tall boy with black hair and grey eyes. While he is no body builder, his musculature is nothing to scoff at- A direct result of his propensity for travelling around by leaping between objects that are locked in place by his ability.

DISTINGUISHING FEATURES: The goggles do tend to stand out, but not so much as his habit for leaping around above people’s heads. The pebbles that occasionally drop are great at getting attention to boot!

The core of Takamiya Jin’s personality is his obsession with, and pursuit of, freedom. It is the underlying motivation to all his actions, and the mantra by which he lives his life. He will be free. He will be free. He will not be stopped, restrained, or confined. And may whoever you pray to help you if you try to take that away from him.
{A Life True To Desire}
Jin lives by a simple policy- Do what you want, when you want, because you want to. Anything less would be an insult to the freedom he believes in. As such, Jin shows very little in the way of restraint, especially when it comes to skipping class.

Jin knows what he wants, and he generally has a good idea of how he plans to get it. He’s just… Not always straightforward in his path to get there. This is usually a result of refusing to compromise the above- Even if it gets him to his goal eventually, Jin also believes firmly in the current moment, and won’t compromise freedom now for the sake of more freedom later.
{Bystanding is Boring}
The boy Takamiya Jin does not believe in the thing known as not being involved. If he sees something interesting going on, he’ll throw himself in the middle- Especially if his ‘help’ is unwanted. Of course, since this means he gets involved without knowing what is going on, the side he joins generally ends up being pretty random- And sometimes he’ll switch sides just as randomly, just for the heck of it. If there is one predictor for his behavior, it would be that he tends to side with whoever seems more interesting at the time.

Jin has a simple ranking to use at the time of making any decision. First and foremost, he does whatever he feels grants him the most freedom, or restricts his freedom the least. Second, he does what he wants to do. Third, if neither of the above apply, he does whatever seems like it will have the most interesting result. By following these simple rules, he can make decisions without any need to overthink it, and with himself as the only influence.

• Physical strength - Because Spatial Lock can not be used directly on opponents, Jin has to back it up with his own body.
• Agility - See above, also developed as a result of Jin’s tendency to use Spatial Lock to turn small objects into hand and footholds for leaping around the skies of academy city.
• Decision making- As mentioned above, Jin has an extremely simplified decision making process that makes decision making quick and painless.
WEAKNESSES:
• Given his propensity for truancy, Jin knows basically nothing except what he has taught himself- Which is basically nothing.
• Obsessed with freedom, to the point of sacrificing his own well being in pursuit of it.
• Bad reputation.
• Due to the alterations in his brain which prevent Jin from using Spatial Lock on living things, the presence of living things irritates Jin's brain. This gives him a headache, and overall, harms his ability to concentrate- Especially in a crowd.
HISTORY:
The history of one Takamiya Jin is a bothersome tale that he prefers not to tell. He’d much rather spin a yarn should he be asked- The illegitimate son of an oil tycoon, perhaps, or the scandalous child formed of a union between students. The truth… Is not nearly so romantic. As a child error, Jin was abandoned by parents he never knew, to the nonexistent mercy of Academy City. With no family to show concern for his well being, it was not long before Jin found himself as fodder for one of Academy City’s many experiments.
Project Fallen Snow was the name of the experiment which a young Jin was subjected to. It was a cruel, inhumane experiment, the details of which are heavily reminiscent of the later prohect Dark May. Child Errors were vivisected by the dozen for the sake of determining how brain waves affected the personal reality, and thus the expression of their esper powers. Unlike Dark May, which then replaced subjects’ brainwaves with the brainwaves of the strongest esper, Fallen Snow had no such plan. The scientists had an end goal in mind, placing specific restrictions on the espers such that, for example, they could not use their powers against a target they were assigned to protect… However, they had no precedent to work with to reach that goal. As such, even knowing what areas of the brain to work with, it required even more experimentation.
Jin was lucky. The vast majority of subjects were killed, or turned into vegetables in the process. As it was, Jin was the experiment’s first demi-success. Not only was he alive and functional despite what had been done to him, the procedure had successfully weakened his power. Jin could no longer utilize his spatial lock on objects he recognized as being “alive.” It was close, but still not the desired outcome of only restraining him from targeting a specific person.
This turned out to be more of a blessing than anything- It was determined that this left him weaker than would be useful. Takamiya Jin was released into the normal power curriculum, with a weakened power, and an obsession with never again letting his freedom be taken by others. It started with a small rebellion- Simply not going to classes. What was the point in participating in the Power Curriculum anyways? He’d already had power- It had been taken away. Needless to say, he was rather bitter about that.
Cutting classes gave Jin a lot of free time. Obviously he didn’t use it to do anything, you know, sensible. That would be boring. Instead, he formed one of the firm policies that would guide his life- To do what he wants, when he wants, and have no regrets. And so, the greatest nuisance to ever terrorize the streets of Academy City was born! While never going so far as to perform a criminal act, thus bringing the wrath of Judgement and Antiskill upon himself, Jin happily indulges himself in the childish behaviour he never had a chance to have. This is, of course, at the expense of his fellow students.
Jin's activities over the years have varied significantly. Sometimes harmless, sometimes helpful, sometimes downright immature. Within a single day, he may flip a dozen skirts, help out a kid who is being bullied, and then turn around to pretend to be a level zero so he can hang out with skill-out. Some days he'll introduce himself properly, others he will casually borrow a name from whatever manga he is reading. Not that he paid for that manga, of course- Like a certain level 5, he merely was reading it for free while standing in the convenience store. After all, he is Takamiya Jin, and the only thing he does is what he wants to do.
Behind this annoying facade, however, lies the obsession Jin has had since his youth. Freedom. The obsession has only grown over the years, and Jin is no longer satisfied with the simple freedoms he has been allotted. No, now he sees the walls that surround the city, and a cold rage burns within him. So long as he remains within those walls, he cannot possibly call himself free. While he doesn’t know when, or how, Jin does know one thing- One day, he’ll slip off of Academy City’s grid, and obtain the freedom he needs.

Spatial Lock:
Takamiya Jin’s ability, in simplest terms, is to lock an object in place. More technically, he calculates a set of coordinates relative to the reference frame created by the Earth’s surface, and ‘locks’ any object found in those coordinates to those coordinates. This includes the entirety of the object, not just the portions of the object which occupy the calculated coordinates. Furthermore, the definition of an object is based on what Jin perceives to be a complete object- While cloth is composed of many individual threads, for example, the entire cloth would be locked, and not just a single thread.
A locked object cannot move. Or more appropriately, it will appear as though it cannot move. Because the object is locked within the reference frame of the Earth’s surface, it does continue to move with the Earth instead of zipping off into space. However, for all intents and purposes, it will appear to remain in the exact same position. While technically it would be possible to force the object out of place, the amount of force required is so high as to be practically infeasible.
A locked object must be solid, as fluid mechanics interfere with the operation of Spatial Lock. Furthermore, so long as the object is locked, it will remain nearly exactly as it was when locked. While it can absorb heat, it will not melt or sublimate. In addition, it will not break, rip, tear, warp, or otherwise change shape. Any force applied to the object that would normally cause it to move, is instead redirected based on the angle of impact. Frictional forces will apply, reducing the energy of the impacting force, and increasing the heat of the object. Finally, once the lock is released, if the object was in motion when locked, the object will continue with the same trajectory and momentum as it had at the time of locking.
Jin is capable of locking multiple objects at a time,however, to do so requires many simultaneous calculations. Accordingly, locking multiple objects at a time causes some stress on his brain. Jin can not lock more than eight objects at a time, with it becoming visibly more difficult to lock objects after the first five. Furthermore, the more objects he has locked, the shorter the amount of time the lock can be held is. This decreases from 7 minutes at one locked object, to 30 seconds at 8. Once a lock breaks or is released, Jin must recuperate for up to a minute, with the precise duration roughly correlated to the ratio of time the lock was held to the amount of time it could have been held for. Within this time period, Jin is treated as continuing to lock said object, which both reduces the maximum number of objects which can be locked at a time, and reduces the duration of any locks by one stage until he has recuperated. In addition to the limit on number of objects, Jin can only lock up to a mass of 250 Kg at a time, combined among all locked objects.
Of course, should Jin become sufficiently distracted, the calculations will be interrupted, breaking the lock and allowing any locked objects to move. The ease of breaking Jin's concentration increases with the number of simultaneously locked objects.
Furthermore, Jin's power is limited by his eyesight. Not only must he be able to see the coordinates he intends to apply a locking on, but he must have his gaze focused on those coordinates at the time of the lock. This results in him only being able to lock objects within a range of 19.72 meters. Once the object is locked, he may leave this range without the lock breaking. In addition, he can perform the initial calculation for the coordinate without the need to focus on that position. Focusing on the coordinates is merely the trigger to activate the lock on any object that occupies that position. If no object is there, the calculations must begin from scratch. Furthermore, while this allows him to 'save' multiple coordinates for potentially locking, these coordinates do require calculating power and as such count against the limit of objects he can lock at a time. That said, the calculations are not as complex as those for actually locking an object- The amount of stress caused by retaining a potential position is approximately half that caused by actually locking an object.
Once the calculations are made, Jin no longer needs to be able to see the site to be locked. The same goes for locked objects- Once he has triggered the lock via focusing his gaze on the point, he no longer needs to maintain focus beyond that which is maintained on the calculations. However, he still does need to maintain, at the very least, peripheral vision of any site he intends to save until he has completed the calculations of that site's coordinates.
It takes approximately one second for Jin to calculate a set of coordinates, though this is reduced to half a second should the coordinates be within half a meter of a known coordinate- In other words, his own body, or any object that is currently under the effects of Spatial Lock. Furthermore, should he already have five active locks, the time required doubles to two seconds. Once the initial coordinates have been saved, the activation of the lock only requires so much time as it takes to focus his gaze on the calculated coordinate.
Due to the procedures performed on Jin during Project Fallen Snow, his powers are incapable of locking living things. This operates in a similar manner to how his power locks objects based on his perception of an object as a complete unit- If he recognizes an object as part of a living unit, his powers cannot be used on it. Furthermore, this inability extends several centimeters from the body of the living thing- Enough that he cannot lock clothes worn by living things either.
OTHER ABILITIES:

Jin has, for a long time, used his Spatial Lock to turn small objects into hand and footholds for aerial traversal of Academy City. As a result, he has grown quite adept at this. To the point where he no longer requires to bring an entire bag of rocks to use, as he can catch and reuse many of the objects he uses. That said, he still drops a fair number on the heads of unsuspecting passerbys.

"Hiyaah!" Jin called out in glee as he leapt through the air. This was his territory! A small pebble seemed to fall from his hand- Intentionally, of course. The moment the rock left the small zone around himself within which his power was ineffective, it suddenly stopped and hung in midair. That was the power of Jin's "Spatial Lock," which could indefinitely seal the movement of solid objects. Within moments, Jin's momentum caused his palm to collide with the sealed rock.
Instantly, the boy's fingers loosely curled up around the small object, and he smoothly transitioned into a swing. Sure, there was a light wrench in his shoulder as he redirected the entire force of his body- The pain was nothing compared to the sheer liberation he felt as he soared high above the heads down below. As he released his grip on the stone, he simultaneously released his lock on it- It fell smoothly into his palm.
Cocky, and for good reason, Jin proceeded to flip, twice, as he soared through the sky. Between the two flips, a pair of small objects were casually tossed forward- The rock from before, and a button that was clearly taken from a jacket other than his own. Yet despite how casual the action appears, it is, in fact, carefully calculated. The small objects fall in the exact arc Jin intends, and come to a stop in the perfect place for him to land on. Neither the small surface area of his landing pad, nor the shock that runs through his legs as they absorb one hundred percent of the energy from the fall seems to bother him.
The teenage truant stops to survey his surroundings. "As expected, you just can't beat this view!" Was declared with a grin. But all such things must come to an end. With a small hop, Jin grabs a nearby lamppost, and slides down to ground level. He doesn't care how many people are watching him- It would be a shame to show off with no one around, after all! As a final touch, the pebble and button rain down upon the head of an unsuspecting student. Jin has no more use of them, for now, and can always get more.
Jin cracks his knuckles. Another boring day in another boring life... But in a way, that too is freedom. And so long as his name is Takamiya Jin, he will only ever do what he wants, because he wants to. It's that simple. Which is why, after all those acrobatics and his flashy entrance... He casually walks into the convenience store, and starts reading manga. With no intention to pay for it, of course. Why would he do that, when he can just put it back before leaving the store?

Now here we are, the third in a row. Can I make it in time or will I fail? Either way, good work turtle, I am a bit impressed.
However impressing me, never saved anyone.
I. The History — Black Spots
I’m fine with most of it. The experiment was already discussed between the two of us beforehand. The relation to Dark May, considering the experiment’s contents is also something that’s totally alright with me. Just bear in mind that Dark May is still a bit more advanced, while building on the same theory, but I guess that becomes imminent when reading the profile.
What I will jump at here is just the blanks you left in the history. He’s a free spirit in Academy City, that’s all you mentioned. Now out of curiosity and interest I need to inquire what he got involved with so far. After all, there’s quite a lot for that and a lot of possible involvement options~
II. The Ability — Here comes the Nerf
It’s a good ability, but we talked about it before, so I won’t give much praise anymore.
First of all, I would like to point out that keeping an object locked will take focus from him the entire time it is kept that way. He’ll have to do calculations and all that kind of stuff. If those break, the lock will break as well.
With that in mind I want you to limit the amount of objects he is capable of focussing on at the same time, add a time limit according to when he grows too strained from focussing and of course mention that he’ll have to keep that focus up the entire time. Range will also have to be limited by a number and visual contact for the first time locking the thing. As long as he’d be able to see the object and perceive it properly he would be capable of locking it. If it leaves his eyes’ range or is too hard to make out anymore, it won’t work (keeping it up will be unaffected by that, though). Similarly I would actually have you give a way to mark the object he targets, like what Musujime Awaki does when she is about to teleport something.
Half a second per ten metres is a bit quick, too. Increase the number.

You describe that he so far managed to avoid Anti-Skill and Judgement a fair bit, I’d say he shouldn’t have been able to entirely. While most of what he does is troublemaking and stupid jokes right now, it’s still something that won’t slip the authorities eyes, likely leading to some scolding. Don’t worry, it’s not yet the image of a criminal, just that of some no-good abusing their ability for no good.
II. The Ability — Let’s make it weaker!
Overall I’m not that happy about the limits you imposed, but that was something I actually expected, so let’s throw around a bunch of adjustments!
First of all the maximum number of objects: Reduce it to 8. Starting from 5 onwards locking will be a bit more of a challenge.
The time limit should rest between 7 minutes and 30 seconds, the more, the shorter the limit.
To round things up I also need to inquire whether or not the objects affected by the lock are entirely indestructible as they are kept in the lock.

Eventually I realised that this character has some neat contradicting nature or maybe it is more like God punishing the free bird with the least likely ability. Whatever it is, it gave me a little laugh.
Anyway, back to the cutting board with you.
In general I am happy with the ability and the history, however even after many iterations of reading through the profiles I can’t shake off the feeling that he is a tad unbalanced. With both a rather useful ability and physical capabilities that are beyond the average, I do have to inquire some sort of downside, like an additional actually weightful weakness.
With that and the range I requested in private I do think we have all in the pocket.
Anyway, back to the cutting board with you.

Yeah, meeting the right timing and all that sounds fitting, yet not sufficient. Imagine it to be like holding onto an extremely heavy object, bringing up all your physical focus and strength until the point where you give in. Can you catch it once it falls? Maybe. Can you hold on for as long or even as tight as before with both of your arms exhausted? Nope.
Therefore I would like you to either add a similar downside to what I just introduced to reapplying the lock immediately after, or a definite cooldown time.

Added that when a lock is broken or released, for an amount of time equal to how long the lock was held, Jin is treated as if he is holding one lock more than he actually is.
