APPEARANCE: Rika is a petite girl, and fairly short to match. She’s got light brown eyes, which are always viewed through a pair of thick-rimmed, red glasses. Her hair is short in length, not even reaching down to Rika’s shoulders. Styled in a bob-cut with bangs dangling just passed her eyebrows, it’s color is somewhere between strawberry blonde and pink.

PERSONALITY:
Terrible Liar
Something that she has never been able to do properly, lying is a very difficult process for Rika to use. It’s not that she can’t do it, because she is capable of telling a lie, if a bit awkwardly. Where Rika has difficulties, is actually selling the lie. She cannot keep a straight enough face, or a calm enough attitude, meaning it is painfully obvious when she’s lying.
Boisterous
More than simply outgoing, Rika is an extremely lively girl who speaks out and draws attention no matter what she’s doing. It seems that everything she does is driven by her own desires, rather than someone else telling her what to do. When it comes to following orders, it’s far more difficult to bite her tongue and do as she’s told than one would expect.
Up-Front
Rather than be dishonest with someone, she is very in-your-face with just about everything she does. Rika is very honest when it comes to speaking her mind, even if it means saying things that others don’t have the guts to speak up about. Well, it’s not like she’s a reliable liar to begin with.
Conceded
Caring more about herself than others, Rika is conceded, incredibly so. She is far more likely to save herself than someone else. Beyond that, she has no qualms with sacrificing someone else in order to further her own goals. Rika also happens to be superficial, and is fixated on hers and others’ levels of cuteness, to the point that she’d rather avoid less beauty-inclined people altogether.
Untrusting
Even though she has no problem getting close to someone, she has an issue with getting mentally attached to them. Because of her bad habit of being too blunt and speaking her mind, Rika has made more than her fair share of enemies and questionable situations. This had led to her being very untrusting, which can border on paranoia at times. She will not confide in anyone, and even worse, Rika tends to suspect others of being against her.

STRENGTHS:
Flexibility: Due to her active life style, Rika has a flexible body and is quite agile when it comes to moving around. Her body is relaxed, allowing her to move around quickly and with some grace, meaning it’s can be somewhat difficult to keep up with her for someone who is not as physically-inclined.
Persistance: Many things can be said about Rika, but being a quitter is not one of them. She is far more persistent than one should be, and will not give up until she gets what she wants. Whether it be pushing a subject someone is avoiding, or asking a question continuously until a person gives in, she sticks to her path like glue and will not stop until she’s either forced to (which is more difficult than one would normally think), or the goal is achieved.
WEAKNESSES:
Super Weak: Rika is pathetically weak when it comes to physical strength. Despite her exceptional fitness, she lacks any sort of notable muscle mass. In fact, it’d be a surprise to see her even attempt to lift anything besides a pillow or maybe a light backpack. She doesn’t feel the need for brute force, preferring to rely on her Ability.
Paranoia: The untrusting nature that Rika developed has led to her being paranoid over even the littlest things. Though it is somewhat uncommon that she visibly shows it to the world, she constantly doubts everyone around her. To It is not perfectly hidden, of course, and anyone who observes Rika’s demeanor and actions would be able to pick up on her noticeable rigidness when she has her fits of paranoia.
HISTORY: Rika was born in, and has never actually left, Academy City. Her father is a scientist in the field of aeronautics who is currently employed within District 23, aiding in their research. The income provided by his job has allowed him, as well as his family, to live quite comfortably. Rika’s mother was a university student going to one of the several advanced learning facilities within Academy City for cybernetics. Once Rika was born, though, her mother ended up becoming a housewife, who could only do small amounts of research at a time. Well, besides living in the super-advanced Academy City, Rika had a very natural childhood. Sure, her father could have been around a bit more, but he paid enough attention to her that she didn’t feel unwanted or anything.
Being raised in a city where Espers were so popular, it was only a matter of time before Rika wanted to join in on the hype. What kid wouldn’t want superpowers? While her mother was skeptical at first, her father convinced her it was completely safe. After that, her introduction to the Power Curriculum Program was set up and she would be enrolled in elementary school. Starting out as a Level 1 was not what Rika wanted, but it’s what she got. It actually depressed her a bit, not being able to be immediately strong like those Level 3s and 4s. It wasn’t enough for her to just have an ability, she wanted it improved immediately. There was no waiting around!
Despite her constant bragging about how her power was going to be super powerful, she didn’t exactly impress anyone at first. Sure, her parents cheered for her, but that was their job. She moved up in grades, and began learning more and more. Eventually, she was admitted into Tokiwadai Middle School, which made her feel like she was somewhat superior to those who couldn’t make it there. Whether or not it was because of her father’s money, or the high status of her school, Rika gained an ego that neither of her parents had. She had always spoken out, but it would continue getting worse as she continued developing her powers.
A certain event occurred recently in her daily life that would lead Rika onto a path of ‘Justice’, or at least that is the end result is supposed to be. During a trip to the movies, she came into contact with a line that was far too large to be normal. Apparently the movie she wanted to see was so popular that nearly everyone else also wanted to see it… What luck! Fearing that the tickets would sell out, she panicked, and acted out of pure selfishness. Using her ability to create a flashbang, she would casually stroll up to the last person who had purchased their ticket, steal it right out of their hands, and proceed to stroll into the theatre with stolen popcorn to watch the flick. Well, unfortunately for her, Academy City is loaded with cameras, and such a commotion was bound to bring attention. Yeah, something so simple as the existence of security cameras had totally skipped her mind, and that would be her downfall.
Judgement would be the first to the scene, and it was quite easy to track her down, seeing as how she wasn’t trying to hide at all. She didn’t expect Judgement to even show up, let alone pursue her over something so silly. Turns out it wasn’t so silly, causing such an agitation in a crowded place. She was apprehended by both Judgement and Anti-Skill, but such an offense did not require her being jailed or anything of the like. That’s not to say she was let off with a slap on the wrist. On the contrary, she was reprimanded severely by the Tokiwadai Dorm Supervisor. Broken neck aside, because of her lack of ‘social respect’ and misuse of her ability, she would be given probationary punishment. Her probation period was not specified, signifying it would last until she could act responsible and learn something about respecting others and using her powers in manner that did not break the law. As for the people who would supervise her probation, that would fall under Judgement. That is, she was forced to join Judgement in order to teach her lessons in work ethics and acting correct, as well as not abusing her abiltiies. And so, there you have it: the life of Akiyama Rika.~

Radiance Genesis: Photokinesis is the ability to manipulate light. Light itself is electromagnetic radiation that is visible to the human eye. It is emitted and absorbed by tiny ‘packets’ known as photons, and is responsible for our sense of sight. By taking control of these photons, one is capable of bending, shifting, focusing, scattering, and generating light, as well as anything in-between. Well, that’s at a theoretical level, at least for Rika. While she can control photons, she is limited in certain aspects.
Rika’s ability focuses in on the generation and emission of light at varying frequencies and intensities. That is to say, the strength and brightness of light and the photons that makes it up. Her ability splits into two branches, and those are instant release and prolonged exposure. Gathering light to a single point, in Rika’s case using her own body as a focal point, one can release a blinding flash of light to mimic the effects of a flash bang, or even a colorful fireworks display. The applications for this are not high in number, aside from blinding and disorienting a person and being the occasional hit at parties (read as ‘Human Strobe Light’). There is no force given off from the ‘flash’, though it is possible to damage the retinas depending on how bright the light is. As she is using her own body as a point of reference, it becomes easier to work her calculations, but it still takes 3 seconds to create a flash capable of blinding a person for 5 seconds. Any less preparation time leaves a result that is much less useful, and more of a party favor. The cooldown is directly related to the size of the flash, meaning a small, weak flicker would require roughly a second, while a flash that would blind someone for 5 seconds would require an 10 second window for Rika to refocus herself and re-calculate.
Now, prolonged exposure and focusing of light yields a much more energetic effect when compared to its other use. Increasing the intensity and frequency of the photons is an easy way to ramp up the power that the light possesses. Since photons have no mass, they do not produce heat, and therefore have no way of actually causing any sort of physical destruction on their own. However, when applied to any sort of matter, its energy is transferred to the molecules that make up said matter. This excites them, which produces heat. In a case where high frequency, high intensity light is focused on a singular point, the molecules create so much heat that they break themselves down and destroy the target matter. The most common use of this is lasers; a beam of light. It does take her 6 seconds to make the calculations, and by using her fingertip as a point of generation, she is able to aim ‘somewhat’ accurately. In this case, ‘somewhat’ means that at her max range of 10 meters there is a total deviation of 4 centimeters. It should be noted that the beam is not produced directly from Rika’s fingertip, but in front of it, leaving a few centimeter gap in-between to avoid harming herself. Her range is limited by the simple fact that as a laser travels through the air, it is constantly losing energy through contact with air molecules. This has the added effect of leaving the air around the laser a bit warmer than it originally was. Rika can only handle the calculations of one laser at a time, and even with just one, it leaves her unable to focus her attention on anything else, aside from moving her own body, whether it be to dodge or simple adjust her positioning. The downtime before she can redo any of her calculations is 12 seconds, any less and she’s risking overheating. During her use of these lasers, Rika is capable of keeping the active for as long as her concentration lasts. Once her concentration fades, so does her ability to calculate and keep the lasers functioning. After 30 seconds of actively using her power, Rika's concentration will break, causing an active beam to flicker into nothingness and become harmless.
Because of the physics behind Rika’s lasers, they are fully capable of piercing through literally anything, given enough contact time. It is all dependent on the material’s melting point, which is only reachable by transferring sufficient energy into the target material. However, with her current ability, she may only cut through metal, but nothing stronger like pure carbon or diamond. Now each laser that is created through Rika’s ability has a max diameter of 24.26 mm (the diameter of a quarter), and she is able to cut through wood and plastic quite easily. A 10 mm thick piece of wood can be cut through in .5 seconds, while plastic takes 1 second. Glass has a much higher melting point, and 3 seconds is needed to fully slice a 10 mm pane of glass. As for metal, Rika is capable of cutting through 10 mm every 5 seconds of contact, at her maximum diameter of 24.26 mm. However, by cutting the laser’s diameter in half (12.13 mm), it retains the same amount of energy, only it is focused on a smaller area, increasing its cutting potential two-fold, meaning it would only take 2.5 seconds to cut through 10 mm.
And let’s not forget the one true enemy of all light: mirrors. Any reflective surface is capable of severely dampening Rika’s ability, almost entirely so. It is a crippling feature that she has never actually spoken of, to avoid the obvious collapse of her ego and pride. Not to mention, she has yet to find an effective way to counter this glaring weakness.
OTHER ABILITIES:
Lack of Judgement Training: Despite being part of Judgement, Rika has not undergone any previous training. The reason behind this is due to the special circumstances in which she joined- or rather was forced to join- Judgement's ranks. Even with the title of Judgement, her physic is still normal as ever.

- Her footsteps sounded off the concrete sidewalk with every step Rika took. School had just been let out, and there was only one thing to do to relieve the stress that built up over the long day; that was shopping! It could just be spending money made her happy, but whether that was true or not, shopping always seemed to leave her feeling refreshed, with not a care in the world. That was her goal for today, since she had no other previous obligations.
“Eh? Miss Tokiwadai! Where you goin’? Why not go get something to eat with me?”
A rough voice asked from behind her, which made her turn around in order to face them. Rika furrowed her brow and looked at the male who owned the voice. “Heh, don’t make me laugh!” She pointed at him with conviction as she parted her lips again, “You are way too ugly to even talk to me! Don’t get any ideas. Stop drooling over me and go away!” With just those words to hold the hooligan over, she spun on her heel and continued walking to her intended destination, which was a nice shop that had a few select items that were not available within the School Garden’s shops.
“You’re so mean…” Was all she could hear from the male before she had started walking off.
As she walked, Rika could hear a single set of feet behind her, making her somewhat paranoid that that scoundrel was still following her. This would lead to her quickening her pace and a slight detour. She wasn’t necessarily scared, but annoyed and discomforted by the fact that someone like that would be following her. The nerve of some people, coming up to her like that and talking such filth. Rika had just left the School Garden, and already there was someone stalking her. What kind of security did they have to allow delinquents to just wander about outside of such a prestigious school?
Still, the footsteps continued, and they were clearly getting closer. Shortly into this terrible game of cat-and-mouse, Rika stopped, and spun around, already getting ready to speak her mind to the fullest. “Would you stop following me!” Without even allowing her to finish, that delinquent would reach out to grab her. He was clearly not a decent human or a decent anything, really.
“You know, you really hurt my feelings back there, Miss Tokiwadai! You need to apologize for that, y’know?” However, as his hand went to grab her, he would meet with no resistance whatsoever, like he hadn’t grabbed a body at all. Upon taking a second looking, the punk was quite surprised. He looked at his empty hands and then looked up and around, looking for the girl. “Huh, what? Teleporter?” The guy questioned, before attempting once again to catch Rika in his arms, but failing again and again. It was like she was just disappearing every time he tried, much to his dismay.
Rika, on the other hand, had a big smirk plastered on her face. The guy’s bewilderment was more than enough to cheer her up. “Teleporter? Ha~ No way! Don’t worry, you don’t need to know. I mean, you probably wouldn’t even understand anyway, right?” Just after finishing those mocking words, Rika swung her foot at the confused and distracted thug, cracking him directly between his legs. “Don’t following me, ‘kay?~” She gave a wink before turning to run off.
Before leaving the scene entirely, Rika would stop and listen for a moment, and what she heard brought a bright smile to her cute face. The painful groaning of the culprit was such a lovely sound that she couldn’t stop herself from staying for a few extra seconds to listen to it. 'Totally deserved it.' She thought with a nod, and as if that was her cue, she took off, wanting to put some definite distance between herself and that disgusting delinquent. She didn’t want anything to do with the situation, especially once someone found him like that.
Well, whatever, it wasn't her problem or concern anymore. Now it was time to get back to what she had originally planned to do. That's right, it was time to shop; that would definitely take her mind off the creep who had wasted her time with all his petty crap. So what if he wanted to go out to eat with her? Why was that any of her concern? He clearly had no chance with Rika, so why even bother approaching her. 'Ahaa, I guess I'm just too cute.~' The words lingered for a moment in her head, before they were left to fade away as Rika reached the small shop she had been aiming for from the start.

This is indeed somewhat like a Christmas present I’d say and also my first eval with this account. Let’s hope for this to be a good one!
1. Please use the point “school” to state that she’s a middleschool student, that’s important.
2. Does she live in the Tokiwadai dormitories? To me it feels like Tokiwadai students are quite similar to elite boarding school students that wouldn’t be allowed to live outside the dormitories’ protective area.
3. This smells a lot like Multi-Skill. It really does and that means you’ll have to scrap one of those two applications and for me to leave you the choice between A and B.
My reasoning in this case is rather simple, as both would qualify as abilities of their own. Further the first application is pretty much the same as an ability already existing in the franchise, called Trick Art (well the name is only based on its user, so I won’t suggest this as a name).
Also both applications are too powerful to ever be approved as a part of the same ability. I know there are Electro Masters and especially Misaka Mikoto, but those are pretty much wildcards of their own and there’s also the fact that Mikoto is a Level 5 Esper, which lifts her above everyone else.
Once you’ve decided on one of those applications, I’d ask you to add some more information about the ability, like calculation/application times, weaknesses and other necessary values you can come up with.
That’s pretty much all I’ve got to say. It’s an easy and quite fitting concept for a Tokiwadai schoolgirl. Awesome as it is.

This is rare to happen considering the nerfing that is usually done by me, but I have to ask you to tone down the preparation/calculation/cooldown times of the flash bang skill, simply to make it at least slightly stronger.
Same goes for the laser.
Where do those cooldown times even come from?
Adding in lasers into the equation sure is an interesting, but also to be expected idea, quite fitting though.
So the first thing I will do is question the laser’s use: Is it meant to be used like those clichéd Meltdowner like laser canons from scifi movies or rather meant for cutting like actual industrial lasers (I’m no expert so this may sound kinda dumb)?
And how good are its cutting capabilities? Are there things it simply can’t cut through? If yes, present examples.
How long is she capable of keeping up the laser’s form at max.?
I’m also having some doubts about the laser’s range. It is long, a little bit too long for a thing that’d require super high concentration and super difficult calculations to even work.
I also hope that there is a slight distance between her finger and the laser’s origin point, as I believe that she’d burn her own hand otherwise.

1. I've modified the preparation/calculation/cooldown times. I wasn't sure how much you wanted me to lower them, so I took a shot in the dark. As for where the numbers came from, I wasn't sure what I should put there, so I took a guess and made them up in hopes they'd meet your requirements. If there's a better method that you can help me with, I'll gladly take that into consideration and modify them to work.
2. For the lasers, I envision them as, well, lasers. They are used to cut material in a way that's similar to the industrial lasers you're thinking of. As for the cliche'd laser cannons, I don't believe it'd be possible to achieve Meltdowner-level destruction, or anywhere close; to do so, she'd have to be on par with a Level 5. A light-based laser could theoretically mimic the way Meltdowner's beams work, but it would take a lot more energy than Meltdowner's, so it's something that isn't achievable by Rika's ability. The reason is because light lasers have a much smaller diameter, so making one a similar size would require so much more energy that it's unfeasible.

3. I expanded on the laser's diameter and cutting capabilities, so let me know if that is acceptable or not. With the diameter's size relating to it's energy focus, I based it on the formula of Pressure=Force/Area. When Area is halved, the Pressure doubles. In this case, Area would be the diameter of the laser, Force would the energy of the photons, and Pressure would be how concentrated the light and it's energy is. I'm sorry for getting so technical with it, I'm kind of a super Physics Nerd. >.>
4. As for the range, I've lessened it to 10 meters. If you believe it should be shortened more, let me know and we can work it out to better fit your expectations. ^^
5. Lastly, you are correct in assuming that there would be a gap between a laser's point of origin and Rika's fingertip. I thought I had put that in but I must have forgot, so I'll fix that up. She uses her finger as an aiming device more than anything, so there's no need for the light beam to be emitted directly from her skin. That would be quite painful. D:

3. I expanded on the laser's diameter and cutting capabilities, so let me know if that is acceptable or not. With the diameter's size relating to it's energy focus, I based it on the formula of Pressure=Force/Area. When Area is halved, the Pressure doubles. In this case, Area would be the diameter of the laser, Force would the energy of the photons, and Pressure would be how concentrated the light and it's energy is. I'm sorry for getting so technical with it, I'm kind of a super Physics Nerd. >.>
4. As for the range, I've lessened it to 10 meters. If you believe it should be shortened more, let me know and we can work it out to better fit your expectations. ^^
5. Lastly, you are correct in assuming that there would be a gap between a laser's point of origin and Rika's fingertip. I thought I had put that in but I must have forgot, so I'll fix that up. She uses her finger as an aiming device more than anything, so there's no need for the light beam to be emitted directly from her skin. That would be quite painful. D:

Ok, the new changes only leave me a few things to say:
In my personal opinion it’d be better if she wasn’t a full member of Judgement, but something more on the lines of a “special member” under observation etc. After all she isn’t there because she wanted to and passed the tests, but as a punishment in order to learn how to behave. Thus I’d say it’d make sense if she was rather something like a helper or an assistant member or something of that kind.
Of course at some point she’d be able to become a full member, if her development heads into the right direction.
However that’s only my opinion and more of a suggestion.
Also there’s still something about those calculation times being too high @_@
Could you lower the one for the flashbang effect down to 3 seconds? That’d fit better, comparing the first application to the second, as the first doesn’t appear to need as difficult calculations as the laser.
You also could raise the time for the active use of the laser to 25-30 seconds, depending on the laser’s current range. I believe keeping it up a bit longer wouldn’t be of any harm.
